Just to explain the core idea here for anyone who doesn't know:
Imagine there are two entities that have some kind of trust relationship with each other. Maybe one already owes the other money. Maybe they extend credit to each other and settle every week. Maybe they have an open payment channel on XRPL. It doesn't matter.
In theory, you could consider all the ways either party can receive money and all the ways either party can send money to be a payment network.
Say Alice and Bob extend credit to each other all the time and settle every week. Say Alice can accept bitcoin on the bitcoin blockchain and Bob can hand cash over the counter at his grocery store. You could use XRPL or ILP to convert bitcoin to cash by paying bitcoin to Alice and getting cash from Bob. XRPL or ILP would facilitate the discovery, quoting, payment atomicity, and accounting.

✅ GENIUS ACT SIGNED INTO LAW
"The GENIUS Act creates a clear and simple regulatory framework to establish & unleash the immense promise of dollar-backed stablecoins. This could be perhaps the GREATEST revolution in financial technology since the birth of the internet itself."
The highest-rated stablecoin on Bluechip has never changed. But today, RLUSD becomes the new #1 ranked stablecoin.
Bluechip is beginning coverage for RLUSD by @Ripple with an initial rating of A.
This reflects our view that RLUSD is one of the safest stablecoins available. ⬇️
The GENIUS Act now goes to the President’s desk, and the CLARITY Act moves forward to the Senate – at long last, there’s movement on workable, clear frameworks for crypto and stablecoins that will both foster innovation and protect consumers. This is exactly what the American people have been asking for.
