@LuxiZephyr CP is the most important at first. Without it you can't make a deck that is strong. You need highcards and a few 0. I'd advice to just do max 3 lvl ups HP at first and then only CP after you have decent CP you can catch up with sleights and then just mix it.

Give the incentive and you will find what you are seeking. If producing criminals is lucrative criminals will be found, even if they need to be created. Work in prison is ok, but it should help with resocialisation and not be profitable for others.
