* سیکیورٹی۔ دہشت گردی میں ریکارڈ کمی اور بارڈر پر باڑ کا کام ہوا جو بعد میں تبدیل ہو کر ملک دہشت گردی میں نمبر 1 بن گیا اور سرحدیں کمزور ہو گئیں۔

1۔ مالیاتی حفاظتی ڈھال (فری لانسرز اور کمپنیوں کے لیے زیرو ٹیکس)

آئی ٹی کمپنیاں اپنی کمائی کو ٹیکس سے بچانے کے لیے بیرونِ ملک نہ رکھیں، اس مقصد کے لیے پی ٹی آئی حکومت نے آئی ٹی اور آئی ٹی سے جڑی سروسز (ITeS) کی برآمدی آمدنی (Export Revenues) پر 100% ٹیکس کریڈٹ کی سہولت فراہم کی۔ اس کے ساتھ ساتھ، فری لانسرز کے لیے انکم ٹیکس بالکل ختم کر دیا گیا۔ اس اقدام نے مقامی ٹیک فاؤنڈرز (کمپنی مالکان) کے لیے پورا حساب کتاب ہی بدل دیا اور ان کی حوصلہ افزائی کی کہ وہ اپنی غیر ملکی کمائی براہِ راست پاکستان کے بینکوں میں لائیں۔

2۔ فارن ایکسچینج (زرِ مبادلہ) کا مسئلہ حل کرنا (100% رقم رکھنے کی آزادی)

ماضی میں، اسٹیٹ بینک آف پاکستان (SBP) نے ٹیک کمپنیوں پر غیر ملکی کرنسی ملک سے باہر بھیجنے کے حوالے سے سخت پابندیاں لگا رکھی تھیں۔ اس وجہ سے کمپنیوں کے لیے بین الاقوامی وینڈرز کو ادائیگیاں کرنا، سافٹ ویئر لائسنس خریدنا، یا دنیا بھر میں موجود اپنے ریموٹ ملازمین کو تنخواہیں دینا ناممکن ہو چکا تھا۔ عمران خان کی حکومت نے اس دفتری رکاوٹ (بیوروکریسی) کو ختم کیا اور آئی ٹی ایکسپورٹرز کو یہ اجازت دی کہ وہ اپنی باہر سے آنے والی رقم کا 100% حصہ اپنے پاس مخصوص فارن کرنسی اکاؤنٹس (EEFC) میں محفوظ رکھ سکیں۔

غیر ملکی سرمایہ کاروں (Venture Capital) کے لیے قوانین کو آسان بنا کر اور عالمی سطح پر آن لائن ادائیگی کے نظام (Digital Payment Gateways) کو بہتر کر کے، پاکستان نے اسٹارٹ اپس (نئے کاروباروں) کی دنیا میں ایک بے مثال تیزی دیکھی۔ صرف سال 2021 میں، پاکستانی اسٹارٹ اپس نے بیرونی وینچر کیپیٹل کے ذریعے 350 ملین ڈالر (35 کروڑ ڈالر) سے زائد کی فنڈنگ حاصل کی—جو کہ اس سے پچھلے پورے چھ سالوں کی مجموعی فنڈنگ سے بھی زیادہ تھی۔
