Justice for the Three Kuki Pastors
The tragic killing of Rev. V. Sithlhou, Pastor Paogoulen, and Rev. Kaigoulun, who were reported to have been protecting innocent civilians during the violence, has left the Kuki community in deep mourning. The loss of these three Christian leaders is a profound tragedy that deserves truth, justice, and accountability.
We respectfully urge the Government of India, the Ministry of Home Affairs, the National Investigation Agency (NIA), the Central Bureau of Investigation (CBI), and all security agencies to immediately conduct a swift, impartial, and transparent investigation into this incident. Allegations involving NSCN-IM, the ZUF Kamson Group, or any other armed group should be thoroughly investigated. If the investigation finds evidence of responsibility, those involved must be identified, arrested, and prosecuted in accordance with the law without delay.
Justice delayed is justice denied. The families of Rev. V. Sithlhou, Pastor Paogoulen, and Rev. Kaigoulun deserve answers, and innocent civilians deserve protection. The Government must ensure that those responsible for attacks on civilians and religious leaders are held accountable through due process. Lasting peace in Manipur can only be achieved through justice, accountability, and equal protection for every community.

Reports and videos circulating from Thamnapokpi, Imphal East, last night appear to show trucks carrying essential commodities being set on fire. If confirmed, this is a grave attack on public property, the uninterrupted movement of essential supplies, and the safety and livelihood of innocent civilians who rely on these goods every day.
The Government of India, the Government of Manipur, the Ministry of Home Affairs, NIA, CBI, and all concerned law enforcement agencies must immediately conduct a fair, transparent, and time-bound investigation into this incident. Every individual involved in the burning of trucks, destruction of essential commodities, or any act of violence must be identified and prosecuted in accordance with the law, regardless of their community, organization, or political affiliation.
We also call upon the authorities to thoroughly investigate longstanding allegations regarding the activities of armed groups, including NSCN-IM, the ZUF Kamson Group, and allegations of cross-border movement of armed personnel from Myanmar into India through Tangkhul-dominated border areas. Any credible evidence relating to cross-border infiltration, attacks on civilians, destruction of villages, killings of innocent people, or any other criminal acts must be investigated independently and impartially, with those responsible brought before the law.
Justice must be equal for everyone. Every allegation of violence—whether involving attacks on civilians, villages, places of worship, essential supplies, or public property—deserves the same level of urgency, professionalism, and accountability. Selective enforcement of the law only deepens mistrust and prolongs conflict. The people of Manipur deserve equal protection, impartial investigations, and justice without fear or favour.
The Government must also strengthen security along all major highways and routes transporting essential commodities to ensure that drivers, transport workers, and civilians can travel safely without intimidation or violence. Protecting essential supplies is essential for the welfare of every community and for maintaining peace and stability across the state.

🚨 COUNTER ECONOMIC BLOCKADE ON NH-202 FROM MIDNIGHT, 26 JULY 2026
Enough is enough.
For months, the Kuki-Zo people of Ukhrul, Kamjong and Kangpokpi have endured the continued obstruction of essential commodities while the Government watched in silence. We submitted memoranda, attended meetings, accepted assurances, exercised restraint and gave the authorities every opportunity to act.
Nothing changed.
Having exhausted every peaceful avenue, the Kuki CSO Working Committee, Ukhrul (WKCCSOs-Ukhrul), following consultations with Kuki-Zo CSOs of Ukhrul and Kangpokpi, has unanimously resolved to enforce a Counter Economic Blockade on NH-202 from midnight, 26 July 2026. 🚧
The blockade will remain in force until the Government actually ensures the free movement of essential commodities—through concrete action, not another round of empty assurances.
🚑 Medical emergencies, 🚌 passenger vehicles, ✈️ travellers proceeding to catch flights and Security Forces will be allowed passage after inspection to ensure that no goods are being transported.
Government and private institutions within the jurisdiction of the 14 Kuki-Zo villages will remain closed until further notice.
And while our people endure an uninterrupted economic blockade, serious questions are also mounting over the conduct of the Ukhrul Police.
In our second statement today, we have questioned months of selective policing, the false “kidnapping” narrative surrounding the 19 June incident, and discrepancies surrounding the Police’s latest publicised recovery of arms.
Village authorities of Thowai Kuki, Shangkai and Mongkot Chepu recognise only a fraction of the weapons the Police claim to have recovered.
So we ask:
❓ Where did the second single-barrel rifle come from?
❓ Where did the pistol come from?
❓ Where did the ammunition pouch and additional live rounds come from?
❓ Where did the Pumpi and 12-bore rifle come from?
These are questions only the Police can answer. ⚠️
For six months, restraint has been answered with inaction. Representations have been answered with assurances. And the continued denial of essential commodities has been allowed to persist.
That cannot continue.
📢 Our message is simple: no more empty assurances. We demand free movement of essential commodities, equal enforcement of the law, accountability and action.
Credibility is earned through consistency—not headlines.

Two separate administrations already exist on the ground but the Modi government refuses to recognize it. This denial is not about law and order but anti Christian bias. A separate State or Union Territory is the only just solution to protect tribal Christians and restore peace.

Reports from Ukhrul District regarding recent security operations have raised serious concerns among many people. Following the earlier ambush on Central Forces that claimed the life of a security jawan, security personnel reportedly detained suspects in connection with the case. Local organizations from the Tangkhul community subsequently protested, stating that those detained were innocent civilians or missionaries and calling for their release.
Many members of the Kuki community continue to express concerns that security operations have disproportionately affected Kuki civilians, including villagers and farmers, while alleging that armed groups such as NSCN-IM, the ZUF (Kamson Group), and Myanmar-based Shan National Army/junta-linked militants have not been addressed with the same level of enforcement. These are serious allegations that should be investigated independently, transparently, and based on credible evidence.
We respectfully urge the Government of India to ensure that all security operations are impartial, professional, and in accordance with the rule of law. Every allegation should be investigated fairly, innocent civilians must be protected, and anyone responsible for violence should be brought to justice regardless of community or affiliation. Equal justice, accountability, and public trust are essential for lasting peace in Manipur.
