There’s a point where scale stops being an advantage and starts forcing structure.

And tbh that’s what I felt like with USA₮.

When a dollar network gets big enough, it eventually has to choose who it’s for. Global liquidity wants one thing and US institutions want another.

Trying to satisfy both on the same product usually ends badly.

- USDT keeps optimizing for reach and liquidity
- USA₮ exists for audit trails, oversight, and settlement desks

I’ve seen this play out before in payments and clearing. You don’t split products unless the workflows pulling on them are fundamentally incompatible.

This is really about accepting that one money system can’t serve every sort of account.

Vitalik's splitting governance into two layers here, and the distinction matters:

→ Execution needs accountability - measurable, replaceable, consequential
→ Preference-setting needs legitimacy - pluralistic, capture-resistant, not for sale

Token voting collapses both into one and fails the second. If control is always purchasable, preferences just reflect capital concentration.

So, price the executor, and protect the jury.
