California Labor Union Pushes One-Time 5% โBillionaire Wealth Taxโ to Plug Massive Healthcare Funding Gap
A powerful California healthcare workersโ union has filed a ballot initiative that could slap a one-time 5% tax on the โnet worthโ of California residents worth over $1 billion as of December 31, 2026.
The proposal โ the 2026 Billionaire Tax Act (AG File No. 25-0024) โ was submitted by SEIU-UHW.
What the measure actually does (straight from the filing):
โข Applies only to individuals or joint filers worth more than $1 billion on 12/31/26 and living in California on 1/1/26
โข Taxes total worldwide net worth โ stocks, bonds, real estate, businesses, retirement accounts, savings, nearly everything
โข Rate: 5% on wealth above $1B, with a slight taper for those between $1.0B and $1.1B
โข Exemptions: Up to $10M of pensions + Roth IRAs, plus $5M in other assets
โข Projected revenue: ~$100 billion total (max $25B per year)
โข Spending: 90% to Medi-Cal to backfill looming federal cuts; 10% to Kโ12 schools
โข Enforced by the Franchise Tax Board with penalties up to 40% for underpayment
Why the union is pushing it
SEIU-UHW says federal budget changes could slash $25โ30 billion per year from Medi-Cal starting in 2026โ27 โ cuts that could hit 15 million low-income Californians and eliminate 145,000 healthcare jobs. The union frames this as a โone-time fairness adjustmentโ on extreme wealth to protect essential services.
Criticism
Opponents โ including Reform Californiaโs Medi-Cal โ call it a sweeping wealth tax hitting everything from stocks to homes to retirement accounts. They argue it targets only about 200 households, but could push ultra-wealthy residents (think Musk, Zuckerberg, Huang) to leave the state. And they warn that a โone-timeโ tax could easily become a recurring or expanded one.
Where it stands now:
The measure is in signature-gathering, with a deadline around April 2026. Supporters need roughly 874,000 valid signatures to land it on the November 2026 ballot.
