In the coming weeks we will publish a number of articles on the economic situation in northeast Syria. We have started this week with an interview with Ahmad Youssef, the de-facto Minister of Finance of the Autonomous Administration @aanes__official . Some facts and numbers he told us about:
- AANES has some 220,000 public employees, which cost every month around $50 million per month, equivalent to an average salary of around $220. The Coalition covers only between 10-15 percent of SDF salaries.
- Most expenses go on salaries and subsidies (mainly oil products and bread, but also medicines).
- Oil revenues represent 75 to 77 percent of the AANES budget, down from 97 percent in 2020. The other main revenue sources are customs and taxes on corporations and individuals.
- Unsurprisingly, General License 22, which exempts investments in the region from U.S. sanctions, has almost no impact on foreign investment. They are almost non-existent.
- Most NGO funding goes to Raqqa and Deir-ez-Zor, and much less support to the Jazeera and Euphrates regions.

We discussed a range of issues aimed at supporting the political integration in Syria, preserving the country’s territorial integrity, and creating a safe environment for all components of the Syrian people, in addition to ensuring the continued efforts to combat ISIS in the region.
