Taking care of the homeless is more nuanced than many may anticipate. Government is being confronted with demands to be let free, with some individuals siphoning resources availed for use, selling them to feed their drug habits.

@DavidColtart We empathise with your concern, Dave. It hasn't been disbursed quite yet. It's been allocated resources as a budget item ("vote"), not disbursed just as yet.
@JacksonGerry Given some of our, shall we say, less than admirable financial gaffs in the past, we understand the basis of your skepticism. The funds have been made available, but have not necessarily been disbursed all at once. Where a case of high necessity and urgency arises, we come in.
