Zimbabwean parliamentarians resumed debate on the controversial Constitutional Amendment Bill No. 3 today at 9:30 am for a second day of deliberations. Seventy Members of Parliament are pencilled in to contribute to the debate.
Among its most controversial provisions, the Bill seeks to extend President Emmerson Mnangagwa’s term of office by an additional two years and to increase future presidential terms from five years to seven years.
The names ticked on this speaking list are those of non-ZANUPF Members of Parliament scheduled to participate in the debate.
If the Bill is passed, it will mark one of the most significant constitutional changes since the adoption of Zimbabwe’s 2013 Constitution.
The Bill has also created a growing standoff between President Emmerson Mnangagwa and a group of retired military generals who have publicly condemned it on at least two occasions. The generals met Mnangagwa and expressed their opposition to the proposed changes, with the President said to have responded that whoever wins the battle over the Bill will win. The stakes could not be higher.
If Mnangagwa signs the Bill into law, it would effectively extinguish the presidential ambitions of Vice President General Constantino Chiwenga, the man who led the 2017 military coup that brought Mnangagwa to power.
By replacing direct presidential elections with a system in which the President is elected by Parliament, the Bill would fundamentally alter Zimbabwe’s political landscape.
Given the constituency boundaries established during the last delimitation exercise, which increased the ruling party’s advantage in Parliament, such a system would also make it significantly more difficult for any opposition leader to realistically secure the presidency through the parliamentary route.
