@rugbedia No ruck means no offside line. No ruck means SA 9 is fair game to be tackled. Obstructing SA player gets mowed out of the way en route to 9. Where SA were penalized, there is clearly a ruck and the 9 is within 1 metre of the ruck. Can't touch him. (Law 15.18)
