这份报告引用了与2020年相同的一些情报和逻辑。当年，这些情报和逻辑被用来说��，这些相同的中共国单位并未参与选举影响行动，而只是围绕特定议题开展影响活动。

但如今，这份报告却用同样的情报和逻辑，得出了完全相反的结论——中共国正在影响选举。

报告提到的内容，包括地区性影响行动、聚焦特定议题等，都与当年如出一辙。他们甚至引用了当年我们少数派报告中所使用、而主流评估也曾引用过的同一批情报，来支持现在的结论。

例如，他们把某项活动认定为是“中国军方”所实施。然而，在2020年，情报界当时却表示，他们并不知道实施者是谁。

这份报告描述的，就是我和另一位同事当时认为参与影响2020年美国大选的那个相同单位。而现在，这份报告却把它定性为一个“选举影响单位”，并明确归因于中国政府。

这真是一个耐人寻味的巧合，我们应该把这一点列出来，供监督调查时重点关注。我们应该认真思考，这种情况在外界看来意味着什么。

情报界究竟是依据什么样的逻辑、什么样的非党派标准，来做出完全不同的判断？为什么同一个单位，在其他国家从事同样的活动时，被认定为是在“影响选举、推进中共国利益”；

可当他们在美国进行同样的活动时，却被称为只是“议题影响”，却又莫名其妙地不算与选举有关？明明是同一批人员，在从事同样类型的活动。
