This is a good piece and provocation. Often neglected by those who only see planning as housing numbers, planning legally & practically is about so much more: flood defence, environmental protection, regeneration, infrastructure provision, conservation, energy, public engagement etc. It also has to deliver national agendas (growth, housing) and be led locally. And it has to work with a finite resource (land). Trade-offs are part of the course, but so is the need for a sense of what sort of places we want to have in the future
