EU–China Trade Negotiations: This Will Be a Serious Challenge for the EU
In my view, this negotiation will be particularly difficult for the EU due to its weak bargaining position.
Why?
- The EU is running a massive trade deficit with China (over €360 billion last year, and still growing this year). This isn’t just numbers, it’s real dependence on critical raw materials (rare earths, magnets, battery components). China has already shown it can weaponize these supplies.
- Internal divisions weaken the bloc: France wants a tougher stance, but Germany (the biggest exporter) and Spain (hosting Chinese investments) are far more cautious. This disunity plays into China’s hands.
- The EU has tools (tariffs, investigations, Anti-Coercion Instrument), but they are slow and cumbersome to activate. China, on the other hand, can retaliate quickly and decisively (export restrictions, tariffs on European goods).
- Diversification and “de-risking” are still in the early stages. Until then, the EU remains vulnerable to Chinese supply chains.
China is signaling that it “can withstand a trade freeze” and is accusing the EU of lacking sincerity. Indeed: the EU wants to talk on one hand, while preparing defensive measures on the other. This creates a weak position at the negotiating table.
In the short term, China can inflict more pain than the EU. Long term, the EU’s market power matters, but right now Brussels is on the defensive.
The current high-level talks (Šefčovič–Wang Wentao) will be crucial but let’s not have illusions: the EU will have to fight hard not to end up in an even weaker position.
