If you live in a country where the richest people are often not the most intelligent you are in a connection based society.
But if you live in a country where the richest are entrepreneurs who have built businesses from the ground-up, then you are in an economic system of free markets, driven by effort matching reward, and based on competence.

What tends to happen in a connection based system is that
1. Top talent leaves. They go to a society that rewards competence.
2. Rich people externalise their investments. Simply because they do not know what the future holds. They can lose connections to power any time.
In competence based systems,
1. Top talent tends to take a view about the future based on their own competence and ability.
2. The rich invest in the society through angel investments, enterprise building and attract foreign direct investments.
