Lupane Projects Reflect Second Republic’s Commitment to Inclusive Development

Yesterday, as part of the Second Republic’s development agenda, particularly in the Southern Region, the Special Advisor to the President on the Implementation of Government Projects and Programmes, Dr Joram Gumbo, led a delegation from the Office of the President and Cabinet on a tour of key development projects in Lupane District, Matabeleland North Province.

The visit provided an opportunity to witness the tangible implementation of Chapter 2, Section 13(1) of Zimbabwe’s Constitution, which promotes balanced national development.

The delegation toured several strategic projects, including the Bubi Irrigation Scheme, Welshman Mabhena Government Complex, Lupane Provincial Hospital, the Technovation Centre currently under construction, and the Bulawayo–Victoria Falls Road.

Speaking in an exclusive interview with Brick by Brick Media after the tour, Dr Gumbo reaffirmed Government’s commitment to ensuring that no one and no place is left behind.

“We gather here not merely to audit brick and mortar, but to bear witness to the irreversible march of the Second Republic towards Vision 2030,” he said.

“What we see in Lupane today is not a product of chance. It is a constitutional promise made manifest through the visionary leadership and political will of the Second Republic.”

Dr Gumbo said the constitutional mandate of balanced and equitable regional development is clearly reflected in projects such as the Welshman Mabhena Government Complex, whose first phase was completed in 2024.

He described the complex as more than an administrative centre, calling it a symbol of efficient, citizen-centred public service delivery and balanced regional growth.

“By successfully decentralising governance, fifteen ministries have already occupied these four state-of-the-art office blocks,” he said.

“We have effectively dismantled the legacy of bureaucratic centralisation, bringing authority and public services directly to the doorsteps of our people.”

Despite the significant progress made, Dr Gumbo noted that some work remains, including civil works, landscaping, and the completion of the main gatehouse and perimeter fencing.

The delegation also toured the Lupane Provincial Hospital, where 21 buildings are at various stages of construction, with many having surpassed the 60 percent completion mark.

To date, the project has received more than US$10 million, with additional resources expected to be mobilised to ensure its completion.

“The Lupane Provincial Hospital Project is a flagship healthcare investment that sits at the very core of our social contract,” said Dr Gumbo.

“As we mobilise additional resources, let it be known that upon completion, Lupane Provincial Hospital will stand as a towering beacon of our nation’s resilience and a testament to our sacred duty to safeguard the health of every Zimbabwean.”

I was called upon to stand down in the name of national unity and I honoured that call with a reservation that the ceasefire was from the Tungwarara the aggressor. However I kept my word✅

But while I obeyed, Matinyarare a man recently rewarded with a vehicle and cash by the very Tungwarara now preaching peace, has just released a private audio attacking the President. In doing so, he is not merely gossiping; he is deliberately perpetuating a vile lie that our President is unfit to govern, an indirect but calculated assault on H.E. @edmnangagwa himself. That is not nation-building. That is calculated destabilisation‼️

Tungwarara demanded a ceasefire👀 Yet his close associate, who enjoys his generosity, is actively undermining that very ceasefire by disseminating recordings designed to question H.E.'s capacity. This leaves us with a simple, unavoidable question: either Tungwarara does not control his own ranks, or the ceasefire was never genuine from the start. Which one is it🧐

For my part, I refuse to dignify anyone who weaponises private conversations to assault the Presidency‼️The issue here is not whose voice appears on that tape; the issue is the reckless decision to release it at a moment when we are all supposed to be uniting😒.That single act exposes Matinyarare not as a builder of this nation, but as an enemy of reconciliation, plain and simple⚠️

I will not be dragged into a gutter fight by anyone who exploits confidential exchanges to attack our President and First Family. I leave the final judgment where it belongs with the nation. Let the people of Zimbabwe decide who genuinely desires peace, and who is merely pretending to carry an olive branch while sharpening a knife behind their back⚠️
