They btw did the same 2015 by showing wow legion on gamescom in August while they still had a blizzcon that year. That clearly shows blizzard is not bound to show content at blizzcon.

But it can be either .1 patch, but I would even argue that it might make sense to have one announcement for this event, to split it up from Blizzcon to not have it "too packed". It also always matters how the timeline of projects is.
