Well giving up on this i just checked all the diodes and reflowed the entire high voltage / deflection block, recapped the HV control board, swapped the vertical IC just for giggles. Nothing

Ugh i cant figure out this Toshiba PB7534 from a windy 2. Cracked solder on the HV flyback control daughter board. Shorted HOT and field effect transistor for the flyback. After replacing these the chassis runs completely but with zero HV output to the tube. So no raster....
