Poor allocation of public resources. Same problem, and in my opinion because of similar reasons. Gov't not prioritizing their actual citizens.

Fire lookout towers have been around for awhile. It's not a new problem. It just needs to be prioritized. Tax money should be going to social services that help actual citizens who pay into them.
