If I have to keep my phone on and respond within 15 minutes, I'm working.

You don't get my off-hours for free.
Either:
Pay me extra for on-call time
Rotate the responsibility so it's not always me
Hire enough people that no one person is critical 24/7
"But you're salaried" isn't an excuse.
Salary means steady income, not unlimited availability.
Job seekers, ALWAYS ask about on-call expectations in the interview.
"How often am I expected to respond after hours?"
"Is there additional compensation for that?"
If they say "we all pitch in when needed," that means yes, constantly, no extra pay.
Employers, PLEASE try to remember that your employee's personal time has value.
If you need 24/7 coverage, pay for 24/7 coverage.
Don't disguise it as "team commitment."
