Under Section 137 of the Highways Act 1980, it is a criminal offence to

“Wilfully obstruct the free passage along a highway.”

This applies to any vehicle, person, or object that blocks or significantly interferes with the public’s right to pass and repass.

So, even if a vehicle is legally parked in terms of waiting restrictions (e.g. no yellow lines), it can still be deemed obstructive if:
•It blocks access to a driveway (even partially)
•It prevents pedestrians or wheelchair users from safely using a pavement
•It obstructs visibility at a junction or bend
•It forces traffic into danger, such as causing blind spots for oncoming vehicles or blocking fire hydrants
