Under govt guidelines for lockdown, banks are fully functional. According to which policy of @BankofIndia_IN can making FD be denied to a customer? Where should people safely park their hard earned money if PSU banks start to deny making FDs in such a time of crisis?

@BankofIndia_IN My father (Senior citizen) was sent back by Goregaon West, Mumbai branch today when he went to make an FD. He was told that bank is not making any FDs "until Lockdown is over". He was even denied an FD form. If the bank is operating, how can it deny making FDs?
