Israel is not a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) — the main treaty that requires IAEA inspections and safeguards.
As Israel has not signed the NPT, Israel is not legally obligated to open its nuclear sites to international inspection.
