Not exactly, silent payment does not mean that nobody knows the receiving address except the recipient, only the recipient can identify however outsiders cannot determine if an output belongs to a particular recipient or link multiple silent payments output.
To send to a Silent Payment address, your wallet needs explicit BIP352 Silent Payments support so it can derive the recipient’s one time output and construct the transaction correctly. Standard Taproot support alone isn't enough.
