Bulk wholesale compatible ink sells for ~$150/gallon (or $1.18/oz), which covers formulation/profit margins beyond raw production. The cartridge hardware, chip, packaging, R&D, and razor-blade model drive the rest of the insane retail markup to thousands per gallon equivalent.
Not illegal—just clever (and frustrating) business.
