No publicly identified statutory or other legal authority empowers the Chief of Defence Forces to unilaterally determine whom Uganda should immortalise on State land.

Nor has any public explanation been offered identifying Cabinet approval, parliamentary oversight, or a lawful administrative process authorising the dedication of public airport property to honour a foreign military commander.

The symbolism is equally troubling. The State appears prepared to honour the commander of a foreign military force that entered Uganda without consent while offering no comparable national recognition to the Ugandan soldiers who lost their lives defending Entebbe Airport in the course of their military duties.

Whatever one thinks of the government of President Idi Amin, those soldiers died defending Ugandan territory against foreign military force. Public monuments should unite a nation around its constitutional values. They should not celebrate events that remain deeply contested within Uganda’s own historical experience.

To Hon. @Thomas_Tayebwa .

I just watched a video clip of Hon Joel Ssenyonyi making an impassioned plea on the floor of parliament for Comrade Mugumya Sam. He was addressing the Speaker, Hon Tayebwa Thomas (Deputy).

There's a stark irony here. It should be Brother Tayebwa speaking out for Comrade Mugumya! Since I know all three personally I'll set aside the formal titles for a moment. Joel is younger. I knew him much later. Much respect to him and all he has achieved in a short time.

By contrast, Sam, Tom and yours truly were contemporaries at Makerere. Tom and I were classmates, Sam was a class ahead. We all read the same major subject. Unlike the cowardly me, Tom and Sam were heavily politically active as young idealists in the "Reform Agenda" whose defacto leader was the then exiled Dr Kizza Besigye.

In fact, as early as 2002, Sam got into trouble and was arrested when he went to Bombo army headquarters to deliver Christmas cards purportedly from Dr Besigye! The university got involved to secure his release. Both Tom and Sam went on to play leading roles as young turks in the founding of the Forum for Democratic Change party.

Tom was close to Hon Mugisha Muntu, in fact chaired his campaign when Muntu challenged Besigye for the party's presidency. Sam, on his part, was absolutely loyal to Dr Besigye and became his assistant/aide. But I want to believe that Tom and Sam shared a deep bond of comradeship and a strong commitment to the struggle for a better Uganda.

Fast forward, today, Brother Tayebwa occupies the #4 position in Uganda's leadership hierarchy. Yours truly is a no-body, utterly of no consequence in the grand scheme of things, warts and all, and unfortunately with no access to Brother Tayebwa. So I've posted this here in the hopes that this message reaches him.

No compatriot should be stripped of their dignity and denied their freedom without due process, certainly not our Brother Sam Mugumya. If Ndugu Ssenyonyi can use his position to speak out on behalf of Sam, I'm sure you, Ndugu Tayebwa, can do even more!

He has been admitted to the ICU at Mulago Hospital. He is unconscious, unable to speak, and unresponsive even to a pain stimulus.

Before he collapsed, he cried out that he was being injured. His sister, Dr Kobusingye, was in court but was not allowed to attend to him.

What happened to KB?

One day, @KagutaMuseveni and his son @mkainerugaba will have to answer that question.
