They are not cyclists. I saw a kid in a balaclava riding 40mph down a pavement on an illegal ebike yesterday. He's not a cyclist either. Anyone who didn't stop is utterly wrong and should be fined.

"This is an appalling offence. You had a choice that night, you could have waited and let the police deal with the situation but instead you urgently raced to the paddock to deal with it yourself.
