If you work backwards from the GE, it feels like there was a period of 6-12 months when the Tories knew in their heart of hearts that there was no way they'd win, and set about burning everything on the way out to make what would have been a difficult job for Labour impossible.
And Labour helped them by proclaiming to all and sundry that they had a plan, knew exactly what they were doing, etc. etc. Only to enter office, glance around at the devastation, and be forced to immediately change their tune in humiliating fashion. Thus giving the Tories all the ammo they needed to claim Labour can't be trusted.
