No matter how the U.S. administration attempts to frame the final outcome, it will be a definitive Canadian victory, period.

Behind closed doors, now Washington is DESPERATELY talking to Ottawa. The American administration knows its entire domestic economic stability hinges on the success of an agreement with Canada.

Consequently, Canada will NOT let this happen without an explicit, signed, and strictly enforceable pact.

The countdown to the August 19 deadline targeting US$20 billion in Canadian goods has induced immense American anxiety.

Facing the imminent midterms, this administration is highly worried about a political pounding. If this deal falls through, the president's base and key Republicans will desert him. Simple.

Americans CANNOT survive without Canadian supply chains; the macroeconomic numbers prove it. This reality gives Ottawa far greater leverage than Washington.
