WordPress allows tou to write your own custom plugins to extend functionality to suit your use cases. So it is kinda true that if it can be done with PHP on the server, it can be done with WordPress.

I said “on the server” before someone says PHP is a general purpose language and can be used to make mobile apps and ML etc which is technically true but not relevant in this context
