Valve doesn't care about your money, Steam will continue to be their infinite money glitch for a long time to come.
Valve doesn't care about the deep fans opinion of them, the general public still loves them.
Valve DOES care about bad mainstream press. Articles like this are the only way anything will be done.
When money isn't an object, the work hours that each of your employees has becomes the limited resource. Fixing the issues plaguing TF2 requires, at least, a few full-time staffers working on back-end networking systems for months, if not a few years.
Battling the people behind the bots is an endless back and forth, until one side gives up.
The rumor is that Valve already had meetings on SaveTF2 back in 2022, and found that the number of employee hours it would take to properly fix the problem were not worth spending.
