As per @DoPTGoI file, shortage of Section Officers is causing difficulties in managing work in the Ministries.
They are admitting the issue, are fully competent of solving the issue, but would rather let the issue persist indefinitely.

Do the rightful demands for promotion by employees who dedicated their youth to CSS and are said to be the backbone of GoI deserve such neglect and indifference? @DoPTGoI please follow your own guidelines.

Young and bright minds join CSS Cadre as ASOs in hopes of a better future. Instead they find themselves hopelessly stuck after many years of dedicated service. All because their career pathways have been blocked by @DoPTGoI through sheer indifference.
#Save_CSS#Promote_b4_30Jun
I am disappointed. Not because promotions are not happening. Rather because adhoc promotion can easily be given to all eligible ASOs of 2013 batch according to rules, but @DoPTGoI is not doing that in spite of huge vacancies.
