The voice acting direction is severely lacking already and is where the blame primarily lies. Neither Johnson nor Keyes carry the same gravitas as their predecessors. They don’t have to be exact copies, that’s unrealistic. They don’t sound like the characters they’re meant to be.

First I didn’t think Halo Studios understood what made Sgt. Johnson’s voice performance great with the new VA but I was willing to give it time. Now Captain Keyes sounds like a C-tier Fire Emblem character instead of a decorated, experienced captain. Not looking good.
