@cityofwinnipeg Who do I report an ‘abandoned’ homeless camp to? Lots of items, debris, spray canisters and needles. Many children, especially teenagers, bike/play in this riverbank area.

How/where can I safely dispose of VHS tapes @cityofwinnipeg? I don’t want them going to landfill as the tapes (Mylar) can leech toxins into soil/groundwater and they can’t go into blue bins. Many e-waste facilities take electronics but not VHS tapes...
Suggestions???
