स्कूल के टीचर और सरकारी दफ़्तर के बाबू में क्या अंतर है?

राष्ट्रीय शिक्षा नीति 2020 के अनुसार टीचर राष्ट्र के भविष्य का निर्माता है, लेकिन शिक्षा निदेशालय, दिल्ली सरकार के कुछ बड़े बाबूओं की नज़र में टीचर और दफ़्तरी बाबू में कोई अंतर नहीं है…

तभी तो इन्होंने एक नया फ़रमान जारी करते हुए उन सभी टीचर्स को, जो दस साल से ज़्यादा उसी स्कूल में हैं, को चेतावनी दी है कि वो ख़ुद किसी और स्कूल में स्थानांतरण के लिए अप्लाई करें नहीं तो प्रशासन अपनी मर्ज़ी से उन्हें किसी भी स्कूल में पोस्ट कर देगा !

हो सकता है इस प्रकार का रैंडम ट्रांसफ़र सरकारी बाबूओं के केस में ज़रूरी हो पर टीचिंग प्रोफेशन में ये बिलकुल ग़ैर ज़रूरी है।

ऐसा इसलिए क्योंकि टीचर्स का अपने स्कूल के बच्चों, उनके पैरेंट्स और समुदाय के साथ एक आर्गेनिक रिश्ता होता है। ये रिश्ता कई सालों के भरोसे के आधार पर बनता है।

इसलिए राष्ट्रीय शिक्षा नीति 2020 का पैरा 5.3 कहता है, “शिक्षक और समुदाय के बीच संबंध बने और वह समुदाय से जुड़ा रहे जिससे विद्यार्थीयों को रोल मॉडल और शैक्षिक वातावरण मिल सके, इसे सुनिश्चित करने के लिये अत्यधिक स्थानांतरण की हानिकारक प्रैक्टिस पर रोक लगाई जाएगी।"

पर अफ़सोस की बात है कि शिक्षा निदेशालय के वर्तमान आकाओं ने न सिर्फ़ राष्ट्रीय शिक्षा नीति की भावनाओं का अपमान किया है बल्कि मनीष सिसोदिया जी द्वारा टीचर्स और सरकार के बीच भरोसे और सम्मान का जो रिश्ता स्थापित किया था, उसे तोड़ने का काम भी किया है।

इस रिश्ते की बदौलत ही दिल्ली सरकार के टीचर्स ने राष्ट्रीय राजधानी के लगभग 18 लाख बच्चों को विश्वस्तरीय शिक्षा देने का काम किया है।

देश के अन्य सरकारी स्कूलों से अलग दिल्ली सरकार के टीचर्स, स्कूल को सरकारी स्कूल नहीं बल्कि अपना और अपने स्टूडेंट्स का स्कूल मानने लगे थे।

अब ये नये आका लोग एक झटके में उस रिश्ते को फिर से अविश्वास की खाई में धकेलना चाह रहे है।

ये सरकारी फ़रमान फिर से स्कूलों को सिर्फ़ और सिर्फ़ शिक्षा निदेशालय का ब्रांच ऑफिस बनाने की प्रक्रिया है।

शिक्षा निदेशालय की एक ट्रांसफ़र पालिसी है जिसके तहत आवश्यकतानुसार टीचर्स ख़ुद ट्रांसफ़र के लिए ऑनलाइन आवेदन करते हैं। इसके अलावा, प्रिंसिपल की संस्तुति, स्कूलों की ज़रूरत या प्रशासनिक कारणों से भी टीचर्स का ट्रांसफ़र होता है।

इन सब के अलावा अब ये नया फ़रमान लगभग 6000 टीचर्स यानी दिल्ली सरकार के स्कूलों में पोस्टेड 10% टीचर्स को विशेष रूप से प्रभावित करेगा।

ये सारी क़वायद कुछ तथाकथित “मठाधीश टीचर्स”, जो कई सालों से एक ही स्कूल में जमे है और क्लास में पढ़ाने नहीं जाते, उन्हें “डिसिप्लिन” करने के नाम पर लिया जा रहा है।

पर मेरी बात नोट कर लीजिए- वो तथाकथित “मठाधीश टीचर्स” अपने जुगाड़ की बदौलत कहीं नहीं हिलेंगे, बल्कि इस फ़रमान की ग़ाज़ सिर्फ़ “सिंसियर टीचर्स” पर ही गिरेगी।

और तो और, इतना बड़ा डिसिशन लेने से पहले इन आकाओं ने चुनी हुई सरकार या शिक्षा मंत्री से विचार विमर्श करना भी ज़रूरी नहीं समझा।

इनके अनुसार से “सर्विस मैटर” है लिहाज़ा ये मुद्दा चुनी हुए सरकार के दायरे से बाहर है।

ग़ज़ब स्थिति है ये !!

बच्चों को अच्छी शिक्षा देने की ज़िम्मेदारी चुनी हुए सरकार की है, पर उन्हें शिक्षा देने वाले टीचर्स किस स्कूल में पढ़ायेंगे ये चुनी हुई सरकार नहीं तय करेगी, ये तय करेंगे बाबू लोग!!

अब देखना ये है टीचर्स की “ऑटोनोमी” की दुहाई देने वाले और भारत को “विश्वगुरु” बनाने का सपना देखने वाले लोग, दिल्ली सरकार के इन गुरुओं के साथ हो रही इस प्रशासनिक मनमानी पर क्या बोलते और करते हैं…

बाक़ी सब तो चलता रहेगा, let’s talk about the subject that “I do care” about- the Delhi Model of Education and what it achieved.

We mainly did four things:

1. World class exposure to teachers and principals  
2. Transformed school infrastructure
3. Raised the stakes of parents and community in school
4. Focused on all round development of children through new curricula

As a result, in the last nine years, enrolment in Delhi Government schools increased by almost 20%. From 2018 onwards, the pass percentage of class 12 students has been above 90%. There has been an exponential increase in children clearing NEET & JEE (Mains) every year. This year alone more than 2000 children cleared these exams.

However, here is a disclaimer. I do not claim that all Delhi Government schools have attained perfection in every aspect of these reforms. There are pockets of challenges in many areas. That is why it is important to keep the momentum going. There are some who would like to disrupt this momentum, just to discredit all these reforms. While this might serve some narrow political interests in the short run, it is not good for children who are the future of our country.

Eight years ago, when I walked into the office of @msisodia accompanied by @AtishiAAP , little did I know that magic was about to unfold.

In the next few years, Government schools of Delhi became People’s schools. Pride in our teachers’ eyes, trust among parents and confidence in the attitude of our children is what we have achieved.

Today, after eight years, a “babu” discovers that approval of the “competent authority” was not taken before my appointment hence I stand removed. To this I can only say- “I don’t care. Thank you”.

I am proud to have contributed in realising the vision of Manish Sisodia ji. I will continue to assist Atishi ji, with whatever “competency” I have, to make the future generation of our country more “competent”.

मुख्यमंत्री श्री @ArvindKejriwal जी ने कल से योग क्लास शुरू करने का आदेश दिया। उन्होंने कहा कि आप आम लोगों को योग करवाओ महीने के अंत में आपका मेहनताना मैं सरकारी स्तर से या लोगों से मांग कर दूंगा।

कल से दिल्ली की योगशाला के अंतर्गत योग क्लास फिर से शुरू हो जाएगा।

यूनिवर्सिटी का बोर्ड चाहता है कि दिल्ली के आम लोगों के लिए योगशाला चले, सरकार ने बजट भी दे रखा है, लेकिन फिर भी अफ़सरों को डरा-धमकाकर ‘दिल्ली की योगशाला” बंद करने का आदेश जारी करा दिया गया है.

फ़िलहाल कल से दिल्ली के पार्कों में योग की 590 क्लास बंद हो जाएँगी.
