The joint American and Saudi strikes inside Iraq on Tuesday night represent a deeply disturbing violation of Iraq’s sovereignty and a dangerous departure from the principles that govern inter-state relations. No country, irrespective of its military strength or political influence, can merely on an accusation assume for itself the right to attack another sovereign state while legal and diplomatic processes are still underway for determining facts.
The targeting of the Popular Mobilisation Forces, which are part of Iraq’s legally constituted security apparatus, that resulted in the martyrdom of soldiers and civilians, including pilgrims travelling for Arbaeen, cannot be brushed aside as collateral consequences of a military operation. Such actions carry serious implications for regional peace and risk inflaming sentiments at a time when restraint is needed the most.
What is even more troubling is the subsequent admission by Saudi authorities during their meetings in Washington DC on Wednesday that these strikes were intended to send a message to another actor in another conflict. That’s not just inappropriate, but patently illegal. Iraq cannot be made to pay the price for strategic signaling by another country. Such an approach weakens regional stability and creates a precedent that erodes the very foundations of the international order.
If allegations existed regarding attacks originating from Iraqi territory, the proper course was to allow the Iraqi government to complete its investigation and address the matter in accordance with law. By acting before that process could run its course, Washington and Riyadh have not only violated Iraq’s sovereignty but have also undermined the Iraqi institutions they claim to support.
The timing of these strikes, which took place on the eve of Iraqi Prime Minister Ali Al-Zaidi’s visit to Saudi Arabia, raises even more troubling questions. Any concerns or apprehensions regarding alleged attacks on Saudi territory could and should have been addressed through direct engagement between the two countries during the trip.
It would, therefore, not be unreasonable to conclude that those uncomfortable with improvement in relations between Iraq and Saudi Arabia may have benefitted from the timing of these attacks, which ultimately forced the postponement of the Iraqi prime minister’s trip. Whatever the motives, the consequence is undeniable as a potential diplomatic opportunity has been sacrificed at the altar of escalation.
West Asia has already paid an unbearable cost for unilateral military adventures. We must, therefore, not forget that lasting security will not come through airstrikes or demonstrations of military superiority, but through respect for sovereignty, adherence to the United Nations Charter and genuine engagement with regional states.
