@nuuuwan This is a good analysis. Just to bring a different perspective. Governments do not generally try to recover the total investment in large infrastructure projects. If we do that rates we get might point to insane values. What about intangible benefits?

@wvithanage @gaparv @sanjiva @ManthriLK Lot of things stem from the lack of exploratory skillls. Many issues we see today can be traced back to that - STEM graduates not having the desired skill set is one. Policy inconsistencies too are the result of narrow thinking and short term views.
