International Human Rights Foundation (IHRF) Condemns Shameful Life Sentence for Dr. Mahrang Baloch and Sibghatullah Shah by Pakistani Authorities

The Hague, The Netherlands – June 23, 2026 – The International Human Rights Foundation (IHRF) expresses its strongest condemnation regarding the reprehensible life sentence handed down by a Pakistani Anti-Terrorism Court to prominent human rights defender Dr. Mahrang Baloch and her colleague, Sibghatullah Shah .

This verdict is a blatant miscarriage of justice and a devastating blow to the rule of law in Pakistan. Dr. Baloch, a leader of the Baloch Yakjehti Committee (BYC), has been a fearless and peaceful voice for the Baloch people, courageously campaigning against enforced disappearances, extrajudicial killings, and state repression in Balochistan . Her only crime is her dedication to exposing grave human rights violations .

The IHRF is deeply alarmed by the egregious procedural irregularities and denial of due process that characterized this “secret trial” . A proceeding that denies the accused the right to effectively cross-examine witnesses or present a proper defense, held in a “faceless court” on jail premises, cannot be considered a legitimate judicial process . This is not justice; it is a politically motivated weaponization of the judicial system to silence dissent and intimidate human rights defenders .

We echo the calls of Amnesty International and other international bodies, who have condemned this verdict as an affront to the right to a fair trial . The state’s cynical misuse of anti-terrorism laws to prosecute peaceful activism represents a dangerous escalation in the crackdown on fundamental freedoms in Pakistan .

The IHRF urges the Government of Pakistan to immediately and unconditionally release Dr. Mahrang Baloch and Sibghatullah Shah, and to ensure their safety and well-being.

We call upon the international community, including the United Nations Human Rights Council, to:

1. Denounce this injustice and place Pakistan under close scrutiny for its escalating human rights violations.
2. Demand transparency in all legal proceedings against human rights defenders and a full investigation into the circumstances of this case.
3. Pressure Pakistani authorities to cease the persecution of peaceful activists and uphold their international obligations regarding due process and fundamental rights.

The IHRF stands in solidarity with Dr. Mahrang Baloch, Sibghatullah Shah, and all peaceful activists in Pakistan who risk their lives for justice and human dignity.

جس طرح ریاست پاکستان پنتالیس سال قبل حمید بلوچ کو بغیر ٹھوس ثبوت اور شواہد کے پھانسی پر چڑھایا گیا، اور وہ مقدمہ آج تک وہ فیصلہ ریاست پاکستان کے پیشانی پر سیاہ داغ ہے۔ اسی طرح یہ مقدمہ بھی جج مبین، ان کے حواریوں، ان کے سرپرستوں، پیپلز پارٹی کی ڈیتھ اسکواڈ حکومت،محکمہ داخلہ اور اس پورے عدالتی بندوبست سمیت پورے ریاست کی پیشانی پر ایک ایسا داغ بن کر رہے گا جسے تاریخ کبھی نہیں بھولے گی۔

اس کیس میں کوئی قانونی بنیاد موجود نہیں تھی۔ اگر ایک بھی قابلِ قبول ثبوت موجود ہوتا تو کم از کم یہ کہا جا سکتا تھا کہ مقدمہ چلایا جائے۔ اس ایک کیس پر دو الگ الگ ایف آئی آر موجود ہے، مگر جہاں ایک بھی ٹھوس ثبوت موجود نہیں، جہاں شواہد مشکوک ہیں، جہاں ایف آئی آرز خود ایک دوسرے سے متصادم ہیں، وہاں عمر قید کی سزا سنانا انصاف نہیں بلکہ جبر ہے، اور یہ جبر بھی معمولی نہیں بلکہ کھلا ریاستی و عدالتی جبر ہے۔

یہ کیسے ممکن ہے کہ ایک ہی ایف سی اہلکار ایک ایف آئی آر کے مطابق 27 جولائی کو مر جائے اور دوسری ایف آئی آر کے مطابق 29جولائی کو بھی مرے؟ ایک انسان دو بار کیسے مر سکتا ہے؟ جب مقدمے کی بنیاد ہی اس قدر متضاد، مشکوک اور غیر معتبر ہو تو اس بنیاد پر عوامی رہنماؤں کو عمر قید دینا قانون کی حکمرانی نہیں بلکہ قانون کا جنازہ ہے۔

اس جھوٹے فیصلے کو عوامی عدالت میں چیلنج کیا جائے گا۔ آج طاقت کے بل بوتے پر قانون کو توڑا مروڑا جا رہا ہے۔ آج طاقت کے بل بوتے پر عوامی رہنماؤں کو سزا دی جا رہی ہے۔ آج طاقت کے بل بوتے پر بلوچ نسل کشی جارہی ہے، اورعوام خاموش کرانے کی کوشش کی جا رہی ہے۔ مگرتاریخ خاموش نہیں ہوگی  یہ سب تاریخ میں لکھا جائے گا کیونکہ تاریخ طاقتور نہیں لکھتے، تاریخ عوام لکھتے ہیں۔

ہم دنیا کو دکھائیں گے کہ بندوقیں عوام کے ہاتھوں میں نہیں تھیں، بندوقیں ایف سی کے کارندوں کے ہاتھوں میں تھیں۔ ۔راجی مُچی کے دوران چار بلوچ شہید کیے گئے، درجنوں زخمی ہوئے، تین لوگ زندگی بھر کے لیے معذور ہوئے، ایک شخص کے سر میں گولی ماری گئی اور وہ آج تک معذوری اور اذیت کی زندگی گزار رہا ہے۔ مگر ان شہیدوں، زخمیوں اور معذوروں کے لیے کسی کو سزا نہیں ملی۔ جنہوں نے عوام پر گولیاں چلائیں، جنہوں نے بسوں کے ٹائر پھاڑے، جنہوں نے لوگوں کے گھروں میں لوٹ مار کی، جنہوں نے عوامی اجتماع کو طاقت سے کچلنے کی کوشش کی، ان میں سے کسی کو سزا نہیں ملی۔

لیکن ایک ایسے ایف سی اہلکار کے قتل کے نام پر، جس کے بارے میں ایف آئی آرز خود متضاد ہیں،جس کے بارے میں شواہد مشکوک ہیں، پرامن عوامی رہنماؤں کو عمر قید کی سزا دی گئی۔ یہی اس نظام کا اصل چہرہ ہے۔ یہی وہ انصاف ہے جو بلوچستان کو دیا جاتا ہے۔ قاتل آزاد ہیں، مظلوم قید ہیں۔ بندوق والے محفوظ ہیں، خالی ہاتھ عوام مجرم بنا دیے گئے ہیں۔

یہ صرف ڈاکٹر ماہ رنگ بلوچ اور شاہ صبغت اللہ بلوچ کا مقدمہ نہیں۔ یہ بلوچستان کی عوامی سیاست، عوامی مزاحمت، لاپتہ افراد کے خاندانوں کی فریاد، اور بلوچ قوم کے اجتماعی شعور کا مقدمہ ہے۔ اس فیصلے نے ثابت کر دیا ہے کہ بلوچستان میں پرامن رہنا بھی جرم بنا دیا گیا ہے، سوال پوچھنا بھی جرم ہے، اپنے لوگوں کے لیے آواز اٹھانا بھی جرم ہے، اور ریاستی جبر کو بے نقاب کرنا بھی جرم ہے۔

ہم واضح کرتے ہیں کہ ہماری جدوجہد جمہوری ہے، سیاسی ہے، تاریخی ہے، اور حق پر مبنی ہے۔ ہمیں اپنی زندگی، اپنی عزت، اپنی زمین، اپنے لاپتہ افراد، اپنے شہیدوں اور اپنے مستقبل کے لیے آواز اٹھانے کا حق ہے۔ ریاست کو یہ حق نہیں کہ وہ ہماری نسل کشی کرے۔ ریاست کو یہ حق نہیں کہ وہ ہمارے پرامن اجتماعات کو گولیوں سے جواب دے۔ ریاست کو یہ حق نہیں کہ وہ جھوٹے مقدمات کے ذریعے ہماری قیادت کو قید کرے۔

بلوچ یکجہتی کمیٹی اپنی جدوجہد جاری رکھے گی۔ جیلیں اس تحریک کو نہیں روک سکتیں۔ سزائیں اس شعور کو ختم نہیں کر سکتیں۔ جھوٹے مقدمات عوامی حقیقت کو دفن نہیں کر سکتے۔ آج وہ طاقت کے نشے میں فیصلے لکھ رہے ہیں، مگر کل تاریخ ان فیصلوں کا حساب لکھے گی۔
ہم حق پر کھڑے ہیں۔ وہ ظلم پر کھڑے ہیں۔ ہم سچ کے ساتھ ہیں۔ وہ جھوٹ، بندوق اور جبر کے ساتھ ہیں۔ ہم اپنے لوگوں کے قاتلوں، اپنے شہیدوں کے ذمہ داروں، اور اس جابرانہ نظام کے چہروں کو بے نقاب کرتے رہیں گے۔
آج کا فیصلہ آخری فیصلہ نہیں ہے۔ آخری فیصلہ عدالتوں کے بند کمروں میں نہیں ہوگا۔ آخری فیصلہ عوام کی تاریخ کرے گی۔

END UNFAIR TRIAL OF BYC LEADERS!

Rule of Law, fair trial and justice have become myths in Pakistan. More than 14 months have passed since Dr. Mahrang Baloch and her companions have been kept in jail under baseless accusations and unlawfully detained. Despite the absence of evidence, they have been detained, harassed and mentally tortured in jail.

Against these injustices and violations of the rule of law, Dr. Mahrang Baloch and her companions are protesting inside the jail, where they have organised a “Dharna.” If their demands are not met, they will proceed with a “Token Hunger Strike” inside the jail.

The trials have shifted from prison-based hearings to a virtual court system, where faceless trials are being conducted and the judge and other parties participate remotely, while the State seeks a speedy conclusion of the proceedings.

Their demands are simple and clear:

1) End online and jail trials and restore hearings in open court so that judicial proceedings are transparent and accessible to the public.

2) Replace the current judge, Mobin, as he has been biased towards the state regarding the case from day one. The organisation's leaders have filed a court application for the judge's replacement, which should be heard soon and a new impartial judge should be assigned to hear this case.

3) Suspend the case until the judge's replacement and the commencement of open court proceedings.

We once again request all human rights organisations, journalists, politicians, social and political unions, humanitarians and the Baloch nation to raise their voices against state barbarism and spread awareness about the ongoing injustice and online trial of BYC leaders.

چھ ماہ سے جبری گمشدہ قائد اعظم یونیورسٹی کے طالبِ سعید بلوچ کا بھائی محمد اعظم ایف آئی آر کے لئیے اسلام آباد کچہری اور ہائی کورٹ کے دھکے کھا رہا ہے، ایف آئی آر کے لیئے 22-A کی درخواست پر ضلعی عدالت فیصلہ نہیں کر رہی اور ہائی کورٹ میں جسٹس اعظم خان اور جسٹس انعام امین منہاس کی عدالتوں میں حبسِ بیجا کی درخواستوں پر لمبی تاریخیں ڈال دی گئی ہیں، اسکے وکیل ایڈوکیٹ ایمان مزاری اور ھادی خود ہی بطور ملزم کٹہرے میں کھڑے ہیں اور آج اسکے ساتھ یہ واقعہ ہو گیا ہے۔
