@llbbl Not an expert, but its a thing that the senate get around strange rules to pass certain legislation that normally requires 60 votes to end debate/filibuster. With these rules you need just 50 votes. it started being used in the 1980s.. though its existed since 1976.

@otterX synthetic (plastic) insulation is pretty good. I have a "polartec lined" winter coat, its great, but discontinued. REI coop has decent if a little pricy jackets. Search for "synthetic insulation jackets" . I get them big so layering is an option.
