Some changes which are heading to Staging today:

- Destroyed foundations block instant rebuilding
- MLRS lockout increased to 20 from 10 minutes
- High walls to be demolished 10min after placed
- High externals now take 3 seconds to deploy, movement cancels placement
- C4 prevents upgrading for 30s when it lands on a wall
- Techtree unlock tax, WB1 0%, WB 2 10%, WB3 20%
- Cargoship docks at both harbours
