Sharing the quick tips I passed to other journalists informally at #IRE24 about mastering the FOIA and obtaining public records:

•You have to treat the FOIA like a beat
•Incorporate the FOIA into your news gathering process
•Invest the time at the beginning of your investigation reporting out whether documents exist (I will spend 2 weeks to a month just speaking with sources during my public records hunt prior to filing a request)
•Ask sources about documents and try glean detailed info about docs (email dates and subject lines, report titles, where records are stored at an agency) during source/subject intvs
•Become an expert at the way agencies function
•Study their organizational charts so you know where to direct your request when you file it
•File your request early in your investigation so you have a shot of obtaining documents before publication
•Avoid fishing expeditions and always tell agencies to omit news clippings and press releases from the search

By the time you file your request, you should know everything there is to know about the records you're seeking.

Lastly, read and reread the public records laws.
