If viewed primarily through the lens of clan politics, the arrangement Moscow created in Chechnya is not an unusual political innovation. Similar arrangements exist wherever a central government grants local strongmen considerable autonomy in exchange for loyalty.

Likewise, Kadyrov's men being present across Moscow and beyond does not necessarily demonstrate Kadyrov's power. A patron-client relationship cuts both ways: proximity to the center can project influence, but it also increases dependence on the center. Their presence across Russia should not automatically be read as an extension of Kadyrov's power. It also exposes members of his clan to alternative loyalties and ambitions that may not always align with Kadyrov's interests, particularly in a future succession struggle.

Clan systems are often romanticized as autonomous and bound by unquestioned loyalty. In reality, a clan is only as powerful as the political system allows it to be.

Dass Kadyrows Männer massiv in Moskau vertreten sind, ist wenig überraschend.

Die Herrschaft des Kadyrow-Clans wäre ohne die Kadyrowzy nicht möglich. Der Großteil dieser Männer wird aus seinem und aus verbündeten Clans kommen. Wenn Russland diese Männer in der Ukraine verheizt, dann kann Tschetschenien fallen.

Natürlich muss man also mit ihren Leben sorgsam umgehen und schmerzhafte Verluste vermeiden.

Dass sie auch weniger für einen Putsch geeignet sind, da keine Hausmacht außerhalb von Tschetschenien wäre noch ein weiterer Erklärungsansatz.

In an interview with state-affiliated media in Chechnya, a Turkey-based interviewee, seemingly one of the diaspora's representatives, repeatedly emphasizes the diaspora's loyalty to the Turkish state while also implying that the trip to Chechnya could not have occurred without official approval, and perhaps even official encouragement. The playbook is familiar: diasporas are used to advance state interests. In the Middle East, they are handled with a degree of caution; in Europe, they are fair game for advancing Russian interests.

Most Circassian associations in Turkey are so deeply infiltrated by Russian intelligence that the Russians actually control them. This is not an insinuation but a statement of fact. I know Circassians who are Turkish citizens born in Turkey and had to emigrate because of threats from Russian spies disguised as diplomats at the Russian embassy. One such story I heard from a young person whose project became famous and influential: “First, the man from the Russian embassy invited me for lunch and spoke about how good my project was. At the next meeting, he offered to pay me a monthly salary for removing some information from my website and replacing it with texts he would provide. I refused. Next, he showed me photographs of us talking like friends and said he would post them on Circassian forums to expose me as a Russian agent. I got scared and agreed, but instead started looking for a way out. In the end, it became a 24/7 psychological operation—the Russians came to my house, followed me, and intimidated and threatened me. I barely escaped.” This story shows how at home the Russian spy apparatus feels in Turkey.
