The Constitution states that "direct taxes" must be apportioned (divided up proportionally based on each state's population).

@compliantvc Your math is a mess. There are less than 1000 billionaires in the USA. 35% of their wealth spread over 330 million people is not a 35% increase in their wealth.
Anyone that bad at math should not be involved in tax policy.
