An emergency meeting of #JKVTWA, in collaboration with #JKECC & #JKTA @KJ@KJkecc, was held today under the chairmanship of President Mr. Shah Fayaz @ShahFay67820600 to address recent statements by Hon'ble Education Minister @sakinaitoo.
Terming Vocational Trainers engaged since 2016 as "backdoor appointments"—despite a transparent selection process via public advertisements, written exams & interviews under @JKSamagra—has deeply hurt & demoralized thousands of dedicated professionals serving for nearly a decade.
It is deeply disappointing that these trainers, previously recognized by the Hon'ble Minister @sakinaitoo herself as the "Backbone of Vocational Education," are now being accused of blocking permanent recruitment. Instead of a long-pending Job Policy, the community has been met with contradictory remarks causing widespread anguish.
J&K Vocational Trainers Welfare Association #JKVTWA, alongside #JKECC & #JKTA, will shortly hold a press conference to present the factual position, strongly condemn these statements and announce the future course of action regarding our ongoing indefinite strike.
We urge the Hon'ble Minister @sakinaitoo to verify official recruitment records, withdraw these misleading statements and acknowledge the invaluable contributions of VTs in Jammu & Kashmir.

Following the announcement of our peaceful sit-in programme scheduled for 29th June 2026, the Association has today received an official call from the higher authorities inviting our delegation for a meeting to discuss our long-pending issues.
In good faith and to provide an opportunity for meaningful dialogue regarding the livelihoods and concerns of all 2,187 Vocational Trainers, the JKVTWA leadership has made the strategic decision to DEFER the proposed indefinite programme.
PLEASE NOTE: This is a deferment, NOT a cancellation. Our mobilization, preparations, and organizational efforts remain fully active. The final course of action will depend entirely on the outcome of the upcoming meeting and the concrete results achieved.
Until the meeting is held, we will continue our engagement with Vocational Trainers across J&K, strengthen our preparations, and obtain written consent for the indefinite strike.
We thank all 2,187 educators who have stood united throughout this 10-year struggle since 2016. Stay vigilant, stay united, and await further instructions from the Core Committee.

A Respectful Submission to Hon’ble Chief Minister @OmarAbdullah & Honorable Education Minister @sakinaitoo ji regarding Vocational Trainers.
There seems to be a misunderstanding being circulated that the authority to reform our services lies entirely with the Central Ministry.
In reality, the Ministry of Education @EduMinOfIndia has clearly clarified—in responses to petitions from J&K, MP, Rajasthan and other states—that regularizing Vocational Trainers, enhancing their salaries and deciding the mode of engagement (direct vs. outsourced) are strictly State/UT decisions. The Centre leaves these policy decisions completely to local governments.
The current failed #VTP outsourcing system was introduced back in 2016, but our hope from the current Government @JKNC_@CM_JnK is to see positive reforms, a correction of past systemic failures and a better future for educated youth. Even within J&K, our own department Secretary, Directors and all CEOs have previously noted the shortcomings of the failed #VTP model and recommended a shift.
Honorable Minister @sakinaitoo ji, you have always acknowledged Vocational Trainers as the "Backbone" of vocational education & same recognition has been extended by the Commissioner Secretary, Directors and CEOs of @SchoolEdujkut.
Madam @sakinaitoo Ji you have expressed deep Empathy for our struggles. Since the administrative authority and the departmental recommendations are already aligned & the matter is now lying on your table for a final decision, we look forward to your leadership in taking this historic step.
If other states can successfully transition toward stable policy frameworks for their Vocational trainers, we are confident J&K can lead the way too. We humbly request the government to turn that empathy into a permanent policy framework.
