That's a disaster for every nation with such a high human population.
I can't imagine why a 70-year-old is considered capable of ruling in any Nation.
Why can't they become a political council elder who gives advice and consultation on the affairs and ruling system of the nation to younger leaders?
That's because their interest isn't about the people but their selfish political gains.
Age should be a limiting factor in politics, as it's one of the major ethical codes of public service.
But greed can't make such a bill be passed.
Obviously, most of the major leaders will be stripped of their positions or deemed unqualified.

But he needs the charisma of a legendary craftsman to make it last centuries to become a masterpiece like that of Leonardo da Vinci.
