Yes, Lagos is constitutionally a Nigerian city. But it is also a state within a federal republic, with elected leadership accountable to all who live here. The claim that Lagos is sustained solely by “commerce from the East and South-South” is false and erases the complexity of a city built by many—from everywhere. There are no squatters here. But there are no super-citizens either. Contribution to the economy is not a Get Out of Jail Free card.

Your points about underutilized ports in the South-South are not new. And they are not dismissed. But port devolution is a federal issue—governed by national economic, legal, and political frameworks. Lagos has consistently advocated for true federalism, including economic decentralization. An Open Civic Follow Up Letter to Honourable Tokunbo Wahab

Dear Hon. @tokunbo_wahab ,
Honourable Commissioner for the Environment and Water Resources, Lagos State, Nigeria

1. First, I must express thanks for your detailed and structured response to my open letter, “When Accountability Feels Like an Attack.”

2. Frankly, I did not expect a reply—not because you are incapable, but because public office in Nigeria has long been occupied by men who lack either the will, the education, or the integrity to engage in meaningful civic discourse. To read a response from a state official that is articulate, reasoned, and structurally sound is, I must admit, refreshing.

And so, I begin not with sarcasm but with genuine appreciation.

3. Let me be clear: I do not speak out of bitterness (as some of the replies suggest), nor do I harbour personal animosity toward you or the @lagosstategov

4. For record purposes, I neither know @IgumaScott
personally, nor do I claim to speak on his behalf.

5. My concern is broader. It is about the rising temperature in civic conversations—where citizens expressing frustration are often met with hostility rather than understanding.

6. Lagos is not a gift. It is a dynamic city built by millions—people who have bled into its concrete, contributed through taxes, trade, and time. The city’s progress is real, yes, but it is not the result of a single administration or tribe.

7. It is the product of generations of collective sacrifice and human resilience. To suggest otherwise is to erase those who rise at 4am to beat traffic, who hustle under sun and rain, who clean the homes, build the roads, power the economy. Lagos works because people work.

8. You listed commendable projects: smart bins, material recovery facilities (MRFs), water hyacinth control. But statistics and infrastructure do not silence the experience of the average Lagosian—one who still sees overflowing gutters and mountains of refuse.

9. Public office must not only defend progress but also absorb critique. Discontent is not always disrespect. And calling out a citizen on your official handle for expressing dissatisfaction sets a troubling tone, especially in a city as diverse and 'democratic' as Lagos.

10. What was said to Mr. Scott could easily be said to thousands. And if we normalize that kind of response from those in power, we risk creating a culture where fear replaces feedback.

11. Lagos belongs to all who live in it—regardless of state of origin. We must resist any narrative that frames this shared city as a favour granted to migrants. That language is divisive and beneath the spirit of a truly global city.

12. If Lagos aspires to be the New York of Africa, it must embrace the burden of plurality—and the discomfort that sometimes comes with it.

13. No city should be beyond scrutiny. In fact, the mark of a great government is how it listens when the applause fades. You said governance involves communication. I agree.

14. But communication must not feel like intimidation. It must invite partnership, not provoke silence.

15. My hope is not for you to agree with everything I’ve said—but for this exchange to spark reflection, not defensiveness. This is how civic maturity grows.

16. Nigeria will not move forward by shutting down voices. It will move when leaders welcome accountability as part of leadership, not as an attack on it.

17. May this conversation—however uncomfortable—be a reminder that progress must be shared, and power, when held, must always bend towards humility.
