Logically that also means Claire didn’t target the other players either. Who did she target then? What was the point of her tweet?

@billyez2 You also have to consider externalities. The no chase policy incentivizes folks to take advantage of it leading to more ATV incidents. Indeed people come from out of DC to do this knowing police won't chase them. It is a difficult question.
