@billyez2 You also have to consider externalities. The no chase policy incentivizes folks to take advantage of it leading to more ATV incidents. Indeed people come from out of DC to do this knowing police won't chase them. It is a difficult question.
@ChuckModi1 Right. I assumed that was a given so I did not mention it. If they are truant then that is on them, and their parents (though I doubt that is the reason they jumped those gates).
