I don't yet have a sense of how Hochul came to the IBX as her signature proposal, but it's instructive to see her take something wonks had been proposing and make it her own vs. how Cuomo would shove his ideas down everyone's throats instead.

@vanshnook @the_transit_guy They never really run out. We just keep bonding the debt in perpetuity. When bonds mature or more favorable borrowing conditions occur (although this was curtailed under TCJA), the MTA just buys back the bonds and issues new ones.
