@dgarbs51_ Not sure if you have anyone to give my feedback to but this change actually made me migrate off of cloud :( the scaling algorithm changes were resulting in way more workers running on average than before, my costs were going to go up by a lot

@taylorotwell Love the improvements but it takes forever to scale down the number of workers, can we get some input on the scaling aggressiveness? My work load is VERY bursty so sometimes I'll end up with 25 workers running for 5-7 minutes with no work.

@dgarbs51_ This is really great but it seems to take forever to scale back down, I had set my queue to 0-25 workers and before this update it would scale down back to 0 within 45 sec or so, now it seems to take 5-7 minutes to scale back down, which I think will significantly raise my costs.
