Ugandans are headed for tough times following the new Tax laws that were okeyed by the parliament of Uganda effective 1st July 2026.
1. High Income Earner Tax..Every Ugandan who saves over Shs100M on his or her bank account will be charged with a 10% tax that is Shs12M because you earn alot of money.
2. A 15% tax has also been slapped on forex trading, bet and gaming winners like Shalom a social media influencer who has been going around bragging how he always wins millions in beting football games, so if for example anyone wins Shs1M in betting only Shs850k will be given out so the govt will take the 150K.
3. Mobile money agents are also facing tough times after a 10% With hilding Tax on Commission was introduced on their monthly earnings through Mobile money and telecomunication services say if any agent is to be paid Shs1M as commission ,govt must first deduct Shs100K them Shs900k will be left for him or her.
4. A 6% With Holding Tax has also been squeezed on purchase of Non business assests say like land ,if you are going to buy land of Shs100M ,the govt will have to first receive Shs6M as tax for your land deal.
5. As if that was not enough, if any one fails to pay the abive mentioned tax he ir she faces 20years in Luzira Prison or a Shs4billion fine .
6. Following intellingence reports that NGOs were secretly sponsoring political uprising by NUP president to overthrow Gen Museveni's NRM govt in Kampala , their operations have also been pushed on the wall following the Foreign Funding Cap that was introduced warning anyone who receives Shs400M in a year without notifying relevant authorities like security organs or Bank Of Uganda will regret his actions.
7. Agents Of Foreigners were also not spared , these who fall in categories of Born Again Christians ,orphanages etc will have to inform the relevant minitries on their operations.
8. Banks have also been notified that they should immediately freeze any bank account that receives large sums of money from unknown sources.
9. Hard working ugandans who save/earn over Shs10M a year will have to pay a tax of Shs2.8M because of being in the middle class.
Those earning Shs500K will also have to pay Shs26K.

#Uganda needs to realize why most of these foreign investors invest here. Many shareholders will tell you it is the people (Ugandans). A big number first came here as tourists & nature's charm made them consider investing

Requiring a Ugandan citizen or business to obtain the Minister of Foreign Affairs' permission before conducting a transaction totaling UGX 400M in a calendar year is a prior restraint. Prior restraint is unconstitutional. It assumes one is going to commit a crime, and thus must be restricted before the crime is committed.
In fact, this bill penalizes banks with a fine or imprisonment for any transaction from a foreign agent, regardless of amount, that is not pre-approved by the minister. A foreign agent is anyone outside the borders at the time of the transaction, and the minister has the power to designate anyone as a foreigner.
If you have raised money from VCs, equity funds/loans, etc., you know money does not wait for red tape or a minister to approve a business proposal or funding. The NGO Act and the Anti-Money Laundering Act already criminalize illegal transactions.
But let's be honest, NGOs, social activists, and political parties whose funding this law is designed to regulate are just businesses in disguise. Let the money from foreigners come in, and let these Ugandans who masquerade as NGOs, social activists, and opposition enjoy it. They will share it with us - their families, friends, churches, bars, etc. Bad Black was right. Let's not criminalize Ugandans who get money from stupid foreigners.
If stupid foreigners think they are funding real social activists, NGOs, or opposition parties, and yet they are feeding hungry politicians and social activists, why stop this?
Don't save these foreign idiots from the heist, don't stop the hassle of these Ugandan politicians/activists / NGOs. It's a game. It's a hassle. Just tax the hassle, and we coexist.
I'm confident parliament, with the good guidance of @KagutaMuseveni, will amend this bill.
