@MekNr4@JonahDispatch Given that Russia wants to erase Ukraine from existence & then re-establish the Russian empire, any outcome which involves delaying them, destroying their capacity to continue is a victory or exhausting the 70 years of soviet military build up they collected is a victory.

Perhaps that historically it was never required in either location - except in specific parts (90% of the south/middle of Spain/Italy/Greece already has AC) is helpful for understanding the current slow rate of change.
@raccoongrenade@reddit_lies This guy didn't get permission. He can apply for it retrospectively - & if what he did isn't too ugly, he'll be ok.
Other than that- neighbours saw that he'd got AC and asked council to give them it too - which annoyed the council (esp when guy didn't have permission)

In the UK you need planning permission from the local authority to build a nuclear plant, a house, a significant extension to your house - or make alterations such as install AC unit on the outside. You can't install units wherever you want.
